On Monday, November 3, 2025, the Department of Public Works and Highways (DPWH) joined forces with the Philippine Space Agency (PhilSA) to enhance infrastructure projects monitoring through the use of space technology.
The two agencies formalized their partnership through the signing of a Memorandum of Agreement (MOA), paving the way for the use of satellite imagery and other advanced technologies to ensure that DPWH projects across the country are properly implemented and making steady progress.
The alliance aims to curb corruption and prevent irregularities in government projects. DPWH Secretary Vince Dizon noted that there are at least 25,000 to 30,000 ongoing DPWH projects nationwide, emphasizing that technology plays a key role in ensuring proper tracking and evaluation.
“We want to thank PhilSA because they will help us monitor [our projects], so that the things we saw in previous years and decades will no longer happen, when some people within the DPWH took advantage and deceived us,” said Sec. Dizon.
PhilSA Officer-in-Charge Dr. Gay Jane Perez said the collaboration marks another milestone in demonstrating how space science and technology can advance good governance.
“By doing this, we empower citizens to see progress on the ground from the vantage point of space.” Dr. Perez said.
The DPWH and PhilSA will work together to develop tools for infrastructure monitoring, resource accounting, and project validation using remote satellite sensing, artificial intelligence, and geospatial analytics.
